network settings txt doesn't seem to have an effect --manually change?

The manual settings I wrote in the network config .txt are not seeming to take effect on my raspberry pi (zero, I've heard it could be slower but will work). The system boots just fine and goes to a blank screen (projected de-focused white dot?). I can't hit CTRL + Alt + F1-f9 to get dropped into a shell. I've entered the network information as I usually do (and works just fine on my regular octoprint SD card), but it's not connected to the network.

AS such, how am I able to troubleshoot or repair the network connectivity manually if editing the file in the boot partition doesn't seem to take effect, for whatever reason? I edited it from windows and I wasn't sure if that was part of the issue. In any case, I'd just love to drop into a shell and figure out networking...

Try network area of windows to see what IP assigned to rpi.  Also online dashboard is helpful to find pi's IP.
