RPi 2 not connecting to cloud dashboard

The rpi is connected via ethernet to a windows 10 computer, I got it to work once, then after reboot the pi doesn't connect to the cloud dashboard. I've tried everything I could think of and everything I found online. Is there any step by step instructions for the initial rpi setup?

search for the rpi in the router and reserve the IP

If I reserve the IP with a router, will I have to do that procedure again if I relocate the printer to a different router? My first setup was at my shop, then when I tried again later it was at home with a different router. I'm thinking that is the issue. Makes sense to anyone?
